Walkways, steps and ramps carry the least load and the most liability. Uneven joints and settled sections are trip hazards, and in many Oklahoma municipalities the adjacent property owner is responsible for the public sidewalk fronting their lot.
Public right-of-way work follows the city, not you
Sidewalk work in the right-of-way is built to municipal specification — required thickness, jointing, width, and slope — and generally needs a permit. That is not the contractor being cautious; it is the condition of the work being accepted.
Confirm who is pulling the permit and building to which specification before work starts. Several Oklahoma contractors handle municipal permitting in-house, which is genuinely worth something when comparing bids.
ADA work has actual tolerances

How thick should a walkway be?
